There's lobbying from all constituencies, and very little actual indication from Congress at this point beyond what's in the initial drafts/amendment. Most of what we all hear are rumors and rational speculation, but, as I always say, logic doesn't apply to cannabis policy. So, at this point, it's a total unknown.
